My sim is in a relationship with Penny Aragon but it also says that she is Morgan Flynn’s partner. How do i make them break up.

You must continue talking to Penny. Select the Romantic Actions. Then eventually you can propose going steady with her.
To do so keep begin romantic with penny and then chat with her once or twice and in the romantic section go to ask to break up with her current partner. Or it might be in the mean section click on the mean one. It also will be in the friendly section
